Show more »Afghanistan is the world’s second leading recipient of humanitarian aid, yet $185 million of the UN’s Humanitarian Action Plan remained unfunded in 2009 (the UK contributing only 1.5% of the total funds received) and many NGOs have complained that aid is being provided according to the military’s priorities, linked to support for counter-insurgency operations, and not on the basis of humanitarian need.
How will the UK government ensure an adequate balance between supporting provision of urgent life-saving humanitarian assistance, in accordance with their international commitments to provide humanitarian funding on the basis of assessed need, and their agenda to support the development of a viable state and security?
