Last year you outlined UK policy as supporting reconciliation of the Taliban. Since 2001 this has been conducted with increasingly limited success by the Afghan government, due to intransigence on behalf of senior Taliban leaders and from opposition from the Afghan government. Most reconciliation processes occur after the fighting has stopped and are designed to find a lasting peace.
What support will the international community give to supporting this process, ensuring at the same time that it is not undermined by intransigence from within elements of the Afghan government?
Recent ISAF reconciliation strategies that will partner the Afghan strategy appear designed to support the COIN campaign by undercutting Taliban support.
Given the nature of Afghan tribal politics, what will ensure that any successes at this level are not temporary?
