This focusses solely on research disseminated through peer-reviewed journals. If it is necessary to evaluate HE departments, would it not make more sense to have an evaluation based on some concept of a well-rounded, well run deparment - i.e., an evaluation that considers aspects of teaching, administration, and research dissemination through peer-reviewed journals, through the media, and to the business community.
