Question

1. George Bush, "The United States will work with other nations to establish a new framework on greenhouse gas emissions for when the Kyoto protocol expires." Rather than talk about maybe doing something 5 years in the future, wouldn't it be better to actually do something now - and sign up to Kyoto?
