I am writing with respect to the latest publication from Centre for Cities. This is entitled 'Sticking Plaster or Stepping Stone' and the URL has been provided at the end of this letter.
The report questions the rationale behind the Future Jobs Fund at a critical time. It sets out an alternative list of hotspots which should recieve prioritised funding. For example, Birmingham, Blackburn, Bolton and Stoke would not require funding as much as Aldershot, Gloucester and Milton Keynes.
I understand that it would be to each local authority to make the case for funding from the Future Jobs Fund. However, this report has some issues which will re-emerge during scrutiny of the policy.
I believe it would be interesting to know what would happen if the Government did not intervene. Specifically, I would be grateful if you could set out DWP's own forecast for youth unemployment between 2009 and 2012 in line with the recession forecast by HM Treasury, and if the recession is more severe.
Could you also publish the rationale behind the Future Jobs Fund intervention in response to this report. Was intervention based primarily upon the grounds of equity or efficiency?
