Would you allow a UK citizen to be extradited to a country with which we do not have an extradition agreement? And if not, why should Russia allow the extradition of Lugovoi?

TJH123 at Jul 20 2007 12:00:00 AM : at the moment,in terms of tit for tat refusal of extradition requests, we are one up. The UK has refused 2 requests from Russia (one for a suspected terrorist) while Russi has only refused the one, as far as I know.
