Why pick on the poor old British Council? I mean, can promoting Shakespeare or teaching the difference between defining and non-defining relative clauses really cause any trouble for anyone?

True, you could get through life without knowing much about relaive clauses anyway. But maybe Putin shouldn't be so extreme- he could start by merely banning any reference to phrasal verbs. Now that would be understandable!
